Freelance Ruby on Rails

Hi there
what I am after is a gift voucher creation system, that integrates with Paypal.
What the system must do is:
Allow visitors to select a voucher (one of two)
User fills in name of person the voucher is for and a message.
They then select whether it is a digital voucher (pdf) or if they wish to recieve a voucher by post.
Payment is taken by paypal
Confirmation by email to user and site admin including the voucher in pdf.
Thank you message with customised voucher link if digital option was selected.
Otherwise an email with delivery times etc.
I will supply all the visual aspects, plus a wireframe/process flow.
Budget is the limiting factor on this one, so if some has already written a system that does something simular and it could be reused then that would be great.
Maximum budget is around the £500, but ideally cheaper would be great!
Looking for something in Ruby on Rails.
Any questions please ask them in your response.
Thanks
