Application for drawing and calculating

The application we are going to develop will be used by surveyors, they will need to be able to draw (probably in Flash) and then calculations need to take place and then all the data saved to a database.
The user needs to draw a room of varying shapes and sizes, having say drawn a room, the surveyor will add dimensions, perhaps in boxes below, or select from drop downs.
Then they apply a finish, paint or wallpaper for example, so if they apply paint to a wall, they need to be then locked out from subsequently applying anything else to it. From the dimensions and the chosen product (paint or wallpaper) the quantity of materials can be calculated and then the cost. The project is then saved, including the drawing, possibly some photographs they have taken and all the costs / materials details to a database. Also name and address of property / policy holder, surveyor.
So I envisaged a page, accessed via a login, where the above takes place. They will also need to access the data, so that they can select what details to get and then print.
We are based in the East Midlands, the nearer you are to that the better, we definetly need someone who is UK based at least.

A project is typically a fixed-price piece of work, based on specific results, and often completed offsite using the freelancer's own tools.
