MYSQL Database Server

I am developing an app for Android and would like the application to be able to fetch information from a server.
The server needs to retrieve information from an API service. I currently have the API and the server basic details established. The issue is that the API raw data needs to be parsed and then be stored subsequently onto a MySQL database. This scripting is where I currently require someone familiar with PHP and MYSQL.
The server would be then scripted so that the data would be updated on a minutely basis but with the ability to actively scrap data considered to be old. So to enable a light weight and resource friendly holding.
The developer would need to be available to be contacted via Skype or other telecommunication methods. Any experience in mobile development would be ideal.

A project is typically a fixed-price piece of work, based on specific results, and often completed offsite using the freelancer's own tools.
